CSCVC Praises Governor Newsom’s Military Retirement Tax Exemption
SACRAMENTO, CA — The California State Commanders Veterans Council (CSCVC) today announced its strong support for Governor Gavin Newsom’s inclusion of a $20,000 military retirement and Survivor Benefit Plan exemption in his 2025–26 State Budget proposal. CSCVC will work closely with Assemblymember James C. Ramos and the Legislature to ensure the measure advances swiftly through both houses.
“California is the only state that still taxes military retirement pay and Survivor Benefit annuities,” said Fred Green, Chair of CSCVC. “This proposal finally brings our state in line with the other 49, protecting families and retaining a highly skilled workforce.”
“I commend Governor Newsom for prioritizing this exemption in the 2025–26 May Revision,” said Josh Baker, Legislative Officer for CSCVC and President of the California Enlisted Association of the National Guard. “This $20,000 exclusion for individuals earning under $125,000 signifies a pivotal step toward acknowledging our service members’ invaluable contributions and enhancing California’s competitiveness in retaining skilled military retirees.”
